(A) All meters, including one-inch meters, shall be furnished and installed by the city.
(B) The cost, charges and fees of the meter, attachments and installation shall be established by resolution of the City Council.
(C) The cost, charges and fees of the meter, attachments and installation shall be borne by the property owner and shall be paid at the time the meter is installed or the property owner will be subject to a lien on the property.
