Meters shall be furnished and installed by the city and all costs, charges and fees for the meter, attachments and installation shall be established by resolution of the City Council, and shall be borne by the property owner and shall be paid at the time the meter is installed or the property owner will subject to a lien on the property. Notwithstanding the foregoing, the control and ownership of all meters shall remain with the city at all times.
