§ 50.011 PROHIBITIONS.
   (A)   No person may cast, place, sweep, deposit, dump, bury, scatter or cause to be cast, placed, swept, deposited, dumped, buried or scattered any waste of any kind on any public or private property, whether the waste is owned by the person or not, except as permitted by this subchapter.
   (B)   No person, except when lawfully employed or contracted for that purpose, may carry, convey or transport any waste through the public property of the city.
   (C)   No person may interfere in any manner with the properly authorized collection and disposal of any waste. The interference may include blocking access to public property, parking or standing in front of a place of collection, or hindering the efficient operation of persons properly engaging in the collection and disposal of any waste.
   (D)   No person or persons other than the owner, occupant or occupants of the premises and the authorized collector of garbage may interfere with the use of the receptacle or disturb, remove or attempt to remove refuse receptacles, their covers or their contents and no person may use the receptacle of another unless permission has been granted, whether same is on public or private property.
   (E)   No person may deposit or cause to be deposited any waste in a mechanical container which is not owned, leased or authorized to be used by the person.
   (F)   No person may place for collection any waste that could ignite waste in a receptacle, mechanical container or waste collection vehicle.
   (G)   No person may bury or burn refuse unless in accordance any applicable ordinance or law.
   (H)   No person may bury any dead animal except in accordance with federal and state law.
   (I)   No person may dispose of yard waste along with regular refuse and garbage. Yard waste shall be disposed of in a manner prescribed under the rules.
   (J)   No person shall dump sand, gravel, dirt or similar material upon public property without first obtaining a permit from the city. The permit shall provide for the removal of the materials and related equipment within a reasonable time.
   (K)   No person shall dump sand, gravel, dirt or similar material upon private property without the property owner's express permission.
   (L)   No person shall place a bulk refuse container on public property without first obtaining a permit from the city. The code official has authority to relocate or remove any bulk refuse container placed on public property that endangers the public health, safety or welfare. The cost of the relocation or removal shall be placed solely on the person who ordered the bulk refuse container.
