§ 50.006 COLLECTION CHARGES.
   (A)   The City Council shall establish a fee schedule to provide for services that are extraordinary or special by passing along the cost of the services that are provided by a contractor with a 20% administrative fee.
   (B)   All statements for charges authorized by this subchapter shall be rendered monthly or may be included in the water billing, if that is the responsibility of the property owner, at the discretion of the City Treasurer.
   (C)   All charges for services rendered pursuant to this subchapter are hereby made a lien on all premises served thereby. Whenever any charge shall be delinquent for three months, the City Treasurer shall certify the delinquency to the City Assessor and the charges shall be entered upon the next tax roll as a charge against the premises, and shall be collected and the lien thereof enforced in the same manner as special assessments against the premises.
   (D)   When, in the opinion of the code official a prohibited accumulation of refuse is of the gravity as to constitute a menace to public health, safety or welfare, the official may, with at least 24 hours' notice to the owner of the property on which the accumulation exists, order the removal of the accumulation at the expense of the property owner. The city shall collect the expense in accordance with the provisions of this section.
