These procedures have been developed within the guidelines specified in the City Charter. They shall be implemented to clarify and expand general Charter procurement regulations and shall therefore be in strict conformity to all rules specified therein. This subchapter is intended to maximize the purchasing power and value of public funds through a procurement procedure that maintains a system of quality and integrity and promotes efficiency, effectiveness and equity in public purchasing. It is the goal of this subchapter to recognize the obligation to the taxpayers to maximize the purchasing power of public funds to gain the best value. The city will comply with all applicable federal and state laws concerning public purchasing.
