All penalties, fines and fees, described in the Hamtramck Code of Ordinances, and as provided in any special ordinances, new ordinances or amendments, are subject to change (increase or decrease) each calendar year by resolution of City Council, as part of the city's annual budgetary process and as otherwise permitted under state law. Changes to said penalties, fines and fees may also be made in accordance with state law by resolution of City Council at such other times as it deems appropriate.
