Sec. 10-02 City manager; regular appointments, vacancies, authority

The city manager shall appoint a chief of police, and such number of police officers, patrolmen, and other officers and members of the police department as established by ordinance or resolution. He shall in the same manner fill all vacancies that may occur from time to time in the police department as are permitted by the budget of the city.
