7-4-1: STREETS AND OTHER RIGHTS OF WAY:
   A.   The arrangement, character, extent, width, grade and location of all streets, alleys or other rights of way to be dedicated for public use shall conform to the general development plan of the village of Hampshire as approved and adopted by the board of trustees and other responsible governmental bodies.
      1.   All rights of way shall be considered in their relation to existing and planned streets, to topographical conditions and to public convenience and safety.
      2.   All rights of way shall be considered in their appropriate relation to the proposed uses of the land to be served by such streets.
   B.   All required streets shall conform to the requirements set forth by the village engineer and the table of minimum standards for street design included herein. The minimum standards may be subject to change at the discretion of the engineer. Conditions such as design speeds and the physical features of the site may alter the minimum standards.
      1.   All streets shall be bound by concrete curb and gutters. Concrete curb and gutter shall be type B-6.12.
      2.   Minor streets shall be so laid out that their use by through traffic will be discouraged.
      3.   Street jogs with center line offsets of less than one hundred twenty five feet (125') shall not be allowed. Center line offsets of less than two hundred feet (200') are discouraged.
      4.   Clear visibility, measured along the center line of the street, shall be provided for at least three hundred feet (300') on all primary streets, two hundred feet (200') on secondary streets and at least one hundred feet (100') on all other streets.
      5.   It must be evidenced that all street intersections and confluences encourage safe traffic flow.
      6.   Alleys are not permitted, except where deemed necessary, and at the discretion of the Planning and Zoning Commission and the board of trustees.
      7.   Cul-de-sacs are discouraged, but if approved shall meet the following minimum requirements:
         a.   The maximum length cul-de-sac shall be five hundred feet (500') measured along the center line from the intersection at origin through center of circle to end of right of way.
         b.   The minimum length, measured as above, shall be two hundred seventy five feet (275').
         c.   Each cul-de-sac shall have a terminus of nearly circular shape with a minimum outside diameter of one hundred fifty feet (150') and a minimum paved width of one hundred feet (100') face to face of curb.
      8.   Half streets shall be prohibited, except as follows:
         a.   Where essential to the reasonable development of the subdivision in conformity with the other requirements of these regulations.
         b.   Where the Planning and Zoning Commission and the board of trustees find it will be practicable to require the dedication of the other half when the adjoining property is subdivided.
         c.   Wherever a half street is adjacent to a tract to be subdivided, the other half of the street shall be planned within such tract.

Notes:
Pavement designs shown above are the minimum requirements. Actual pavement design will be based on the 10 year projected traffic and a 20 year design life utilizing IDOT's pavement design procedures.
1.   Where mixed uses abut the same street, the stricter standards shall be the standard at which said street shall be constructed.
2.   Parking may be prohibited on some curvilinear streets and other streets.
3.   No parking one side.
4.   No parking either side permitted.
5.   All street widths are measured from back to back of curb.
6.   Minimum curb radius at street intersections shall be dependent on current truck turning standards.
7.   Minimum structural number is based upon the subgrade material having a minimum Illinois bearing ratio (IBR) of 3.0. If the minimum IBR cannot be obtained, changes to the subgrade and/or structural number requirements may be necessary.
8.   Vertical sag and summit curves shall not be applied to curb grades when the algebraic difference in grade is less than or greater than 2.0.
9.   If a curb machine or other computer/sensor operated grade control equipment is used.
10.   Minimum tangent length between reverse curves shall only apply when centerline radius is less than (minimum radius + 400 feet).
11.   May be reduced to 85 feet if appropriate, based on housing density, traffic, grade and sight distance, but only if recommended by the village engineer and approved by the village board.
12.   Cul-de-sacs are considered minor streets.
