A. Application:
1. All off-street parking shall be in accordance with the regulations set forth hereinafter.
2. Any off-street parking space provided on the effective date of this Chapter shall not be removed, enlarged, or altered except in conformance with the requirements of this Article.
B. Use: Except as may otherwise be provided for the parking of trucks or for special uses, off-street parking facilities required herein shall be solely for the parking of passenger automobiles of patrons, occupants or employees.
C. Location:
1. All single-family and two-family uses shall be served in accordance with the requirements of this Article by parking spaces located on the same lot as the use.
2. New uses in the B-2 Business Districts and all other uses except those in subsection 6-11-C1 above, in existence on the effective date of this Chapter which are subsequently altered or enlarged, may be served in accordance with requirements of this Article by parking facilities located on land other than the lot on which the building or use served is located, provided such facilities are located within three hundred feet (300') walking distance from the main entrance to the use served.
D. Computation: When determination of the number of off-street parking spaces required by this Article results in a requirement of a fractional space, any fraction of one-half (1/2) or less may be disregarded, while a fraction in excess of one-half (1/2) shall be counted as one parking space.
E. Collective Provisions For Nonresidential Use:
1. No parking space, or portion thereof, shall serve as the required space for more than one use unless otherwise authorized in accordance with this Article.
2. Off-street parking facilities for separate uses may be provided collectively:
a. If the total number of spaces so provided is not less than the sum of the separate requirements of each such use; and
b. If all regulations governing the location of accessory parking spaces in relation to the use served are observed.
F. Size: Each required off-street parking space shall meet the following specifications exclusive of access drives, aisles, ramps, columns and office or work area:
1. Width of ten feet (10') minimum.
2. Length of twenty feet (20') minimum.
3. Vertical clearance of seven feet (7') minimum.
G. Access:
1. Each required off-street parking space shall open directly upon an aisle or a driveway of such width and design as to provide safe and efficient means of vehicular access to such parking space.
H. In Yards: Off-street parking spaces may be located in a yard except a required front yard or side yard adjoining a street.
1. Off-street parking spaces may be located in a front yard, or in a side yard adjoining a street, provided that no such parking spaces shall be located within fifteen (15') feet of the front lot line or applicable side yard lot line, as the case may be; and only in the following zoning districts:
a. M-1 Restricted Industrial Zoning District
b. M-2 General Industrial Zoning District
c. M-3 Industrial Zoning District
2. In all other districts, off-street parking spaces are not allowed in any required front yard or side yard adjoining a street.
I. Open And Enclosed Parking Spaces:
1. Accessory parking spaces located on the same lot as occupied by the use served may be open to the sky or enclosed in a building.
2. Accessory parking spaces located elsewhere than on the same lot occupied by the use served shall be open to the sky.
J. Surfacing: All open off-street parking areas shall be improved with a compacted gravel or stone base, or equal, not less than four inches (4") thick and surfaced with all-weather, dustless material in accordance with specifications established by the Village Board of Trustees.
K. Screening And Landscaping:
1. All open automobile parking areas containing more than four (4) parking spaces shall be effectively screened on each side adjoining or fronting on any residential or any institutional property by a wall or fence not less than five feet (5') high, and not more than six feet (6') high; or by a densely-planted, compact hedge not less than five feet (5') in height.
2. Wheelstops of masonry shall be placed not nearer than eight feet (8') from the street line in any district where a front yard is not required, and not nearer than six feet (6') from any side lot line.
L. Lighting: Lighting for off-street parking areas shall be in conformance with section 6-3-17 of this code.
M. Required off-street parking spaces accessory to designated uses shall be provided in number as follows:
1. Single-family dwellings | At least 2 parking spaces for each dwelling |
2. Two-family dwellings | At least 2 parking spaces for each dwelling unit |
3. Multiple-family dwellings | At least 2 parking spaces for each dwelling unit |
4. Hotels and apartment hotels | At least 1 parking space for each separate lodging room |
5. Rooming or lodging houses | At least 2 parking spaces plus one additional parking space for each 3 persons for whom living accommodations are provided |
6. Private clubs or lodges | At least 2 parking spaces, and 1 parking space for each 7 seats in accordance with design capacity of the main meeting room |
7. Motels, tourist homes or tourist courts | At least 1 parking space for each dwelling unit and each lodging room |
8. Schools, elementary or junior high - public or private | At least 1 parking space for each faculty member and other full-time employee |
9. Schools, high - public or private | At least 1 parking space for each 7 students as related to maximum design capacity for the building, exclusive of the auditorium |
10. Churches | At least 1 parking space for each 5 seats, or 90 inches of seating space in the main auditorium |
11. School and institutional auditoriums | At least 1 parking space for each 2 persons employed on the premises, and an additional parking space for each 5 seats, or for each 90 inches of seating space in the main auditorium or assembly hall |
12. Theaters | At least 1 parking space for each 5 seats in the theater |
13. Hospitals | At least 1 parking space for each 3 hospital beds, plus 1 parking space for each 4 employees, other than doctors - plus 1 parking space for each 2 doctors assigned to the staff |
14. Libraries and museums | At least 1 parking space for each 1,000 square feet of floor area |
15. Recreational buildings or community centers | At least 1 parking space shall be provided for each 3 employees, plus spaces in adequate number as determined by the Village Board to serve the visiting public |
16. Medical and dental clinics | At least 3 parking spaces for each examining or treatment room, plus 1 for each doctor and employee in the building |
17. Public utility and public service uses | At least 1 parking space for each 3 employees, plus spaces in adequate number as determined by the Village Board to serve the visiting public |
18. Establishments handling the sale and consumption on the premises of food and refreshments | At least 1 parking space for each 150 square feet of floor |
19. Bowling alleys | At least 7 parking spaces for each alley, plus such additional spaces as may be required herein for affiliated uses such as restaurants and the like |
20. Banks | At least 1 parking space for each 300 square feet of floor area |
21. Business and professional offices or public administration buildings | At least 1 parking space for each 500 square feet of floor area |
22. Automobile service stations | At least 1 parking space for each employee, plus 2 for each service stall |
23. Furniture and appliance stores, motor vehicle sales, wholesale stores, stores for repair of household equipment and furniture | At least 1 parking space for each 600 square feet of floor area |
24. Undertaking establishmentsand funeral parlors | At least 10 parking spaces for each chapel or parlor, plus 1 parking space for each funeral vehicle maintained on the premises |
25. Retail stores | At least 1 parking space for each 150 square feet of floor area |
26. Manufacturing, fabricating, and processing plants not engaged in retail trade | At least 1 parking space for each 2 employees, as related to the working period when the maximum number of employees are employed on the premises |
27. Warehouse and storage establishments and freight terminals | At least 1 parking space for each employee, as related to the working period when the maximum number of employees are on the premises |
28. Other uses | Parking spaces on the same basis as required herein for the most similar use as determined by the Village Board |
