The purposes of this Article are as follows:
A. To provide for the regulation of nonconforming uses, buildings and structures; and
B. To specify those circumstances and conditions under which nonconforming buildings, structures and uses shall be gradually eliminated upon reaching the end of their respective normal useful lives, in accordance with the authority granted by Illinois Revised Statutes, chapter 24, section 11-13-1.
