3-1-8: TEEN NIGHT PERMIT:
   A.   There is established a teen night permit. A teen night permit shall be granted only upon submittal of an application to the Local Liquor Control Commission, and for an establishment which then holds a valid Class A-1, A-2, C-1, C-2, D, E, or F license. The permit shall entitle the holder to provide entertainment of the following nature, but not limited to: dance, concert, or other similar form of entertainment at which the patrons will be persons between the ages of eighteen (18) to twenty (20) years. No alcoholic liquor may be displayed, sold, advertised, served, possessed or consumed at any time during any teen night event.
   B.   Any application for a teen night permit must contain the following information:
      1.   The number of employees and/or performers to be used for the event;
      2.   Designation of an individual who will be available prior to and during the event and who shall have authority to accept complaints, notice of violations, or take corrective actions required by the village;
      3.   A security plan, detailing the capacity of the establishment, together with an acknowledgment that any changes to the security plan must be submitted to and approved by the chief of police, in writing, five (5) business days before the event; a special detail of village police may be required as part of the security plan, in a number to be determined by the chief of police, and the expense thereof shall be paid for in advance by the permit holder;
      4.   A copy of any advertising for the teen night event, and a list of places where such advertising is to occur;
      5.   Complete address and location which is to be used for the purposes of the event.
   C.   Any teen night permit issued by the local liquor control commission shall also be subject to the following limitations:
      1.   Tickets shall be sold or distributed in advance, and the number of tickets shall be limited to the occupancy limit of the premises (minus any employees and performers).
      2.   Security shall be provided as set forth in the approved security plan.
      3.   Security personnel as detailed in the security plan shall be required on the premises at all times during the event.
      4.   At the request of the chief of police and/or the local fire protection district chief, the licensee shall allow an inspection of the premises prior to opening.
      5.   No members of the general public shall be allowed in prior to the opening of the event.
      6.   Automatic or manually operated counters shall be utilized at the door to determine the actual occupancy of the building during the event.
      7.   Only the holder of the liquor license for the establishment may apply for the event.
      8.   The hours of a teen night shall extend no later than twelve o'clock (12:00) midnight. (Ord. 97-30, 9-18-1997)
