1-3-4: DUTIES:
   A.   The village clerk shall keep the corporate seal, to be provided by the corporate authorities, and all papers belonging to the village, the custody and control of which are not given to other officers. (1985 Code)
   B.   The village clerk shall attend all meetings of the corporate authorities, and keep a full record of its proceedings, and preserve a verbatim record of any such proceedings, as specified in subsection 1-2-6F of this chapter, and otherwise in accordance with the provisions of the Illinois open meetings act in effect from time to time.    C.   The village clerk shall make publication of all ordinances, resolutions, and notices as required by law.
   D.   The village clerk shall have custody and control of all municipal documents, books and papers which the corporate authorities may designate, and shall keep and maintain a proper index to such documents, books and papers.
   E.   The village clerk shall prepare an annual estimate of expenses, as nearly as may be, of the money necessary to defray the expenses of the village during the current fiscal year, to be submitted on or before May 15 of each year, for use in the preparation of the annual appropriation ordinance. The clerk is authorized to require all officers to submit statements of the conditions and expenses of the respective offices or departments, with any proposed municipal improvements, and the probable expense thereof, all unperformed contracts, and the amount of all unexpended appropriations of the preceding year.
   F.   The village clerk shall, upon receipt from the village treasurer of the annual account of all monies received and expenditures incurred during the preceding fiscal year, publish the account at least once, in one or more newspapers having a general circulation within the village. The village clerk shall execute and deliver to the village treasurer an affidavit stating that the copy of the annual account is a true and correct copy of such account filed with the village clerk, that it was published as required by law, the date of such filing and publication, and the newspaper in which it was published.
   G.   The village clerk shall have the power to administer oaths and affirmations upon all lawful occasions.
   H.   The village clerk shall issue notices to the members of the board of trustees when directed by that body, and to members of the different committees of the board of trustees and to all persons whose attendance may be required by either, when directed by the village president or chairman of said committee.
   I.   The village clerk shall, without delay, deliver to the officers of the village and to all committees of the board of trustees all papers, documents, communications and other matters referred to them respectively, and shall promptly deliver to the village president, to be returned in due course of business, all ordinances, resolutions and other matters requiring the approval or action of the village president.
   J.   The village clerk shall keep a list of all committees of the board of trustees and of the business from time to time referred to them respectively and a memorandum of all reports made by said committees.
   K.   The village clerk shall be responsible for the receipt of documents requiring legal service upon the village, applications for village licenses and permits, except as otherwise provided by ordinance, and any and all corresponding fees and bonds as required by law.
   L.   The village clerk shall keep accounts of all money received by him on behalf of the village and shall turn over all such money to the village treasurer promptly upon receipt of the same, and with such money he shall give a statement as to the source thereof.
   M.   The village clerk shall have such additional powers and duties as provided by the Illinois Compiled Statutes.
   N.   The village clerk shall perform such other duties as may from time to time be required of him by the village board. (1985 Code)
