The Legislature of the State of New Jersey has by and through Chapter 110 of the Laws of 1988 (N.J.S.A. 40A:9-140.1 et seq.) that every municipality must have as its Chief Financial Officer by January 1, 1991, an official who is certified as a municipal finance officer under New Jersey Statutes therein made and provided and has mandated that the position of Chief Financial Officer be created by ordinance on or before February 18, 1989.
