All buildings which maintain fire protection, either by the installation of sprinkler systems for the purpose of fire protection or by the installation of a private fire hydrant, shall be required to install a meter approved by the Water Department 5 and shall also be required to pay a fee of $400 for the privilege of having municipal water service for the fire protection. The fee shall be an annual charge.
