No person, firm or corporation shall hereafter apply for any subdivision approval by the Planning Board or for any approval by any governmental subdivision of the Town of Hammonton for a multifamily construction project under this article, for any subdivision which fronts on, or requires the use of, any street that is not any of the following:
A. Constructed, paved and improved to the standards hereinafter set forth.
B. A publicly maintained street under the jurisdiction and control of the Town of Hammonton, County of Atlantic or State of New Jersey.
C. A public dedicated right-of-way which does not conform to Subsections A and B hereof.
