The Council's designee shall be present and act as inspector during the application of sludge-derived material. The inspector shall monitor the amount of material being applied and shall keep a log of all deliveries of the sludge-derived material to the site, which will include the name of the person making the delivery, the weight of materials in the delivery, the analysis of a representative sample of the materials to be applied to the land as provided by the producer of the sludge-derived material, the amount of materials applied on each approved field and such other information as the Town Council or the Council's designee may request from time to time at the site, and before the sludge-derived material is applied to the land, the inspector may, at his or her discretion, have individual truckloads of the sludge-derived materials sampled and later tested for various elements and substances.
