§ 230-4. Spreading procedures.
   Sludge and sludge-derived material must:
   A.   Be thoroughly incorporated into the soil within 12 hours of delivery for land application.
   B.   Not be applied between November 15 and April 1, nor to ground that is frozen, covered with ice or snow, during or immediately after precipitation, where water is ponding and/or is ponded on the surface, or in areas that experience seasonal flooding.
   C.   Not be applied to fields of greater than six-percent slope, unless applicant can provide satisfactory erosion protection.
   D.   Materials are not allowed to go septic if held in storage.
   E.   Due to objectionable odors, materials must be applied below the surface of the lands and not be allowed to be surfacly applied.
   F.   Due to the sensitive nature of regional agricultural activities no detectable levels of fecal coliform can be deposited into the town's groundwater.
   G.   Be applied in a manner which creates no odor, without detection instruments, outside the property line of each field on which the material is being applied for longer than one twelve-hour period and creates no odor which would unreasonably interfere with the enjoyment of life or property in the Town of Hammonton.
   H.   Not be stockpiled or spread within 50 feet of property lines except where property lines are part of the user's site.
   I.   Be spread only on sites on which a crop will be planted within 30 calendar days following the termination of the spreading.
   J.   Being applied to a parcel which is the site of an active agricultural operation.
   K.   Be applied to benefit the agricultural operation.
   L.   Be applied according to the agronomic rate of application for its intended purpose.
   M.   Be applied to a parcel which is located outside the Preservation Area Zone.
   N.   Be applied in such a manner so as to ensure that no treatment or processing occurs at the site of land application except as necessary to meet the pathogen- or vector-attraction reduction requirements imposed by the Department of Environmental Protection.
