All reservations of capacity shall be for a one-year period. Any individual shall have a right to request not more than three annual extensions of his/her reservation capacity upon paying the fee required for each subsequent year. If the facility in question is not constructed within four years from the reservation of capacity, said individual's name shall be taken from the reservation list and said individual shall have to reapply as a new applicant for a reservation of capacity, and the application shall only be considered if he/she has the appropriate valid and then outstanding approvals from the Planning Board of the Town of Hammonton.
