The Rent Control Board shall have the right to elect officers, to establish its rules of order and to establish the forms, rules and procedures to be followed in connection with all proceedings of the Rent Control Board. The Board shall have the power to issue and promulgate such rules and regulations as it deems necessary to implement the purposes of this chapter, which rules and regulations shall have the force of law until revised, repealed or amended from time to time by the Rent Control Board in the exercise of its discretion, provided that such rules and regulations are filed with the Town Clerk/Administrator. An owner or a tenant may appear before the Rent Control Board with or without the representation of counsel.
