§ 217-18. Resolution of complaints or petitions; jurisdiction of Board.
   When it shall receive notice of the existence of a dispute within its jurisdiction, the Rent Control Board shall first attempt to resolve by conciliation any complaint or petition filed either by the owner or by the tenant, without the necessity of a public hearing. In the event that the Rent Control Board shall be unable to resolve any such compliant or petition, then the terms of the ordinance shall govern the disposition of such complaint or petition. The Rent Control Board shall have the absolute power to reject any complaint or petition if it determines that the Board has no jurisdiction to act upon the subject matter of such complaint or petition.
