Nothing herein contained shall be deemed to permit an owner to increase rent during the term of any lease which is in effect on the date this chapter becomes effective. In the event that any lease shall provide an escalation clause permitting such increase during the term of this lease, the provisions of such lease shall govern to the extent that such provisions are not in conflict with this chapter.
