§ 217-13. Coin-operated devices; payment of gratuity by tenant.
   A.   Nothing herein contained shall be deemed to establish a ceiling or limitation on the price of any coin-operated machine or device located at any complex, provided that the goods or services sold in connection therewith were not previously offered without charge as part of the rental of an apartment.
   B.   Any landlord who shall receive from a prospective tenant any sum of money which constitutes a gratuity or a fee paid by the prospective tenant as consideration for entering into a lease shall be required to deduct such sum of money from the annual ceiling rent which may be charged for one year's occupancy of the apartment in accordance with the terms of this chapter.
