§ 217-12. Establishment of base rent for certain preexisting apartments.

If an apartment which is existing when this chapter is adopted shall not have been in the rental market on January 21, 1975, the Rent Control Board shall determine the fair market value of such apartment as of January 21, 1975, and such established fair market value shall constitute the base rent for such apartment.
