§ 217-3. Information supplied to Board and tenant by owner.
   Each owner of a complex in the Town of Hammonton shall, by affidavit, provide the Rent Control Board with the base rents for each apartment therein within 20 days from and after the effective date of this chapter. Such base rents shall be deemed to have been properly established and to be controlling, unless the Board, within 20 days after receipt of said affidavit, objects to the same or to any portion thereof by serving written notice upon the owner stating its objection. With and in support of said affidavit, the owner shall submit such appropriate documentary evidence to verify the same as the Rent Control Board may reasonably require. In addition to the foregoing, each owner shall provide to each of its tenants within 20 days from and after the effective date of this chapter, by serving written notice thereof, the following information:
   A.   The base rent for the tenant's apartment as reported by the owner of the Rent Control Board.
   B.   The ceiling rent for the tenant's apartment.
   C.   The maximum rent for the tenant's apartment.
   D.   The earliest date upon which any owner may increase the tenant's rent.
   E.   Any increase due to retroactivity which is permitted under Chapter 6, Article IV, Rent Control Board, relating to the maximum rental to be charged there under.
