§ 211-5. Purpose.
   It is deemed to be in the public interest and necessary for the enforcement of Article I of this chapter that penalty provisions be inserted covering said violations and classifying the same for purposes of said penalties. It is the belief of the Mayor and Council that failure to have penalties in an ordinance relating to violations of said code makes said ordinance ineffectual as an instrument protecting the public from those who would violate the provisions of said code.
