The purpose of this article is to establish a fee to those enterprises which employ the use of human waste for the purpose of fertilization of crops or as a raw material in any percent by weight or volume. It has been found and determined that the use of said material, its application and storage onto or into the land has detrimental effects to the citizenship of the Town of Hammonton, including but not limited to the degradation of roadways, emissions of odors and exposure of certain types of contamination which necessitates certain prophylactic measures.
