All applicants to whom a permit is issued under this chapter for the holding of any parade, celebration, feast, festival or other event covered by this chapter shall receive a permit which is specifically conditioned upon the applicant and all concessionaires operating pursuant to said permit, dispensing all beverages sold at said event only in paper cups or similar containers which shall not be composed in any part of any metal, plastic or glass substance.
