No application shall be made for any license to conduct any game on the Carnival Grounds between October 1 and April 30 of each given year. It is expressly understood that all amusement games of chance as permitted under this article and the Amusement Games Control Regulations shall be for defined periods between May 1 and September 30. All licenses shall give the licensee the right to operate for the specific term set forth on the license between the hours of 9:00 a.m. and 1:00 a.m. on each specific day within said term. No person under the age of 18 years shall be permitted to play any game authorized under this article.
