The license for the operation, maintenance or use of such amusement devices, machines or video-type devices mentioned aforesaid shall be issued to and in the name of the proprietor of the premises wherein the machine is to be operated, maintained or used and shall be issued for the calendar year commencing September 1 and expiring August 31 at 12:00 midnight. The fee for the issuance of a license shall be $75 for each game, machine or device for the said calendar year or any part thereof, except that the fee for the issuance of a license for the musical entertainment machines, commonly known as "juke boxes," shall be $20 for the said calendar year or any part thereof.
