No development application shall be accepted unless submitted in plat form, and no plat shall be accepted for consideration unless it conforms to the following requirements as to form, content and accompanying information and complies with the provisions of N.J.S.A. 46:23-1 et seq. 16 (Map Filing Law), as amended. All plats shall be prepared by a land surveyor as required by law, licensed to practice in the State of New Jersey, and shall bear the signature, seal, license number and address of the land surveyor. All drawings of improvements and/or technical information shall be prepared, signed and sealed by a licensed professional engineer of the State of New Jersey.
