Sec. 4.8.  Quorum; voting.
   (a)   A majority of the members elected to the council shall constitute a quorum to do business, but a less number may adjourn from time to time and compel the attendance of absent members.
   (b)   The affirmative vote of a majority of the councilmembers shall be necessary to adopt any ordinance or to authorize the expenditure of money. All other matters voted upon shall be decided by a majority vote of the councilmembers present, except as provided in article VI of this charter.
   (c)   No member of the council shall be excused from voting except on any matter involving his own official conduct.
