§ 50.07 TRASH AND WATER DEPOSITS.
   (A)   When an application for water service and/or garbage and rubbish pickup is submitted to the Office of the Clerk-Treasurer, a deposit of $150 (water only), $50 (trash only) or $200 (water and trash) shall be paid to the town for services being made available to the property.
   (B)   In the event the applicant occupying the property does not own the property, the occupant shall provide the town with the name and contact information for the owner of the property or the manager of the property.
   (C)   Each owner/occupant shall pay and the town shall receive a deposit in the amount provided herein. Utility services will only be provided once a deposit is properly paid. In the case of non-owner occupants (hereinafter collectively referred to as "tenant"), service will not be transferred to a new or subsequent tenant or non-owner occupant until the such deposit is paid. Also, in the case of the tenant, the account shall be changed into the owner's name upon a tenant moving out and will remain so until the new tenant properly pays required deposit.
   (D)   Notwithstanding division (B) above, the owner of property described in division (B) above may request that the utilities be placed in the owner's name.
   (E)   Deposits made for premises occupied by a tenant will not be refunded until such time as the service is discontinued, at which time, if the final bill for utilities is paid in full, the deposit will be refunded; if not, the deposit will be applied in whole or in part to the balance due.
   (F)   In the case of premises occupied by the owner, if the owner timely pays for utility services for 12 consecutive months beginning with the first month of service, then the deposit shall be refunded to the owner.
   (G)   In the event a customer becomes delinquent in the payment of charges for water and/or in the payment of charges for garbage and rubbish pickup, and the service is discontinued because of the late payment, the owner, renter or contract purchaser must bring the account current and pay all fees due for all services provided prior to services being restored.
