(A) Every person having any garbage on his premises shall cause the same to be placed and kept in a metallic or sturdy plastic garbage can and shall keep the can securely covered so that the flies and other bugs and insects shall not have access. Garbage shall be kept so that it shall not become putrid and give off offensive odors and it shall be so placed on the premises as not to be unsightly and shall not be placed and kept in front yards or side yards, except as may be necessary for pickup by the town- approved contractor. All garbage deposited in cans or receptacles shall be reasonably free from water and slop.
(B) Every person must place his garbage, rubbish and recyclables for pickup upon the premises owned or occupied by such person and it shall be unlawful for any person to place garbage, rubbish and recyclables for pickup upon property not belonging to or not occupied by the person.
