In the interpretation and application of the provisions of this chapter, the requirements shall be held to be the minimum of requirements for the promotion of the public health, safety and general welfare. In case of any conflict between this chapter, or any part thereof, and the whole or part of any existing or future ordinance of the town, or the whole or part of any existing or future private covenants or deeds, the most restrictive in all cases shall apply.
