The purpose of this chapter is to promote and protect the public health, safety, morals, comforts, and general welfare of the people. Zoning is essentially a means of insuring that land uses of the community are properly situated in relation to one another; that density of development in each area is held at a level which can be properly serviced by such governmental facilities systems as the street, school, recreation, and utilities systems; that the taxable value of buildings and land is conserved; to prohibit uses and structures incompatible with the character of development or intended uses within specified zoning districts; to provide for the elimination of non-conforming uses of land and buildings which are adversely affecting the character and value of desirable development.
