Concrete sidewalks, at least four feet wide and four inches thick, shall be installed on both sides of each street. Concrete sidewalks may be judged unnecessary by the Commission for pedestrian safety and convenience, but only upon submission by the developer of information and evidence sufficient to justify the exception.
