Concrete curbs and gutters shall be installed along all streets in the subdivision. Curbs and gutters shall be of rolled or vertical face design and the materials and methods of construction must conform to the minimum specifications adopted by the Town Council. Concrete curbs and gutters may be judged unnecessary by the Commission for adequate drainage of storm water or for factors of safety, but only upon submission by the developer of information and evidence sufficient to justify the exception.
