(A) When any subdivision of land shall hereafter be laid out, the subdivider thereof or his agent shall submit a preliminary and final plat to the Plan Commission. No plat shall be filed with the Auditor or recorded by the Recorder of Steuben County or DeKalb County until approval has been given in writing on the plat by the Plan Commission.
(B) Until plats and plans for the subdivision are approved, properly endorsed and recorded, no land shall be offered for sale, and no improvements shall be permitted to the land.
