§ 91.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ELECTRONIC CIGARETTE. A device that is capable of providing an inhalable dose of nicotine or any other substance intended for human consumption by delivering a vaporized solution that can be used by a person to simulate smoking through inhalation of vapor or aerosol from the device. The term includes the components and cartridges.
      (1)   E-CIGS or E-CIGARETTES. Other terms used to refer to electronic cigarettes.
      (2)   E-LIQUID. A substance that:
         (a)   May or may not contain nicotine; and
         (b)   Is intended to be vaporized and inhaled using a vapor product.
      (3)   ELECTRONIC WATER PIPE. A device that is capable of providing an inhalable dose of nicotine or any other substance through water intended for human consumption by delivering a vaporized solution that can be used by a person to simulate smoking through inhalation of vapor or aerosol from the device.
      (4)   VAPING. The process of inhalation or exhalation of the electronic cigarette, e-cigs, electronic water pipe, and vaporizers.
      (5)   VAPOR PRODUCT. A powered vaporizer that converts e-liquid to a vapor intended for inhalation through an electronic cigarette or an electronic water pipe.
      (6)   VAPORIZER. A device like an electronic cigarette that is used to inhale the e-liquid.
   MOTOR VEHICLES. Any vehicle including on-road and off-road vehicles such as automobiles, trucks, recreational vehicles such as four-wheel drive vehicles, motorcycles, snowmobiles, all-terrain vehicles, or power-driven bicycles which are primarily or secondarily propelled by a motor, an engine, or a power plant of any kind. Motor scooters and other power driven vehicles all fall within this definition.
   PARKS or PUBLIC LANDS. Any property owned by the town or any of its agencies or subdivisions. Testimony of any police officer or other qualified town employee or official shall create a presumption of town ownership of the property. The court may also take judicial notice of town ownership of the property.
   ROAD. An area designed and designated for the use of an automobile by the town. No tracks, paths, or other ways by a person or persons or other means shall constitute a ROAD.
