(A) No person shall own or harbor any animal for the purpose of fighting and no person shall train, torment, badger, bait of use any animal for the purpose of fighting or for the purpose of causing or encouraging the animal into an unprovoked attack upon a human being or domestic animal.
(B) No owner shall keep, harbor or provide sustenance for more than one vicious animal.
(C) Lack of knowledge or lack of intent is not a defense to a violation of this section.
