§ 71.071 PARKING IN THE TOWN PARKING LOT.
   (A)   The parking lot is hereby deemed to be for parking available to the public.
   (B)   No person shall leave or park a motor vehicle or permit his or her vehicle to be left or parked in the parking lot at any time between the hours of 4:00 a.m. and 6:00 a.m.
   (C)   It shall be unlawful for any person to park a semi-trailer, semi-tractor, truck greater than five tons, school bus, recreational vehicle or any similar type vehicle in the parking lot.
   (D)   The Town Marshal and any and all of the Deputy Marshals shall have the authority to cause to be towed any vehicle left or parked upon the parking lot in violation of the provisions of this section, and the reasonable expense of such towing and the reasonable charge for storing such vehicle shall be promptly paid by the person who parked or caused to be parked the vehicle upon the parking lot and such costs and expenses shall be a lien upon the vehicle and shall be paid before the vehicle is released to the owner.
   (E)   For each and every violation of this section, a penalty of $25 shall be assessed and imposed upon the owner/operator for such violation, which penalty shall be paid to the office of the Clerk- Treasurer within 14 days of the date of the assessment. If not paid within 14 days of the assessment, the violation shall be processed through the Ordinance Violations Bureau and the town shall be permitted to request a judgement against such violator in the sum of $50 per violation plus reasonable attorney fees and court costs.
   (F)   The adopting of this section shall not prohibit the Town Council from, in the future, changing the use of the parking lot of a part of the parking lot from parking to some other use as deemed appropriate by the Town Council.
   (G)   All vehicles entering into the parking lot shall enter by way of Bellefontaine Road and shall exit by way of Church Street. Any person, firm or corporation found operating a vehicle in violation of the provisions in this section shall be subject to a fine of $25 for the first offense and $100 for any and all subsequent offenses.
