It shall be unlawful for the owner, driver, or operator thereof to permit any truck, tractor, semi- trailer, trailer, or other freight vehicle to remain upon any public street in the town, for a longer period than one hour, and then only if such vehicle is actually being loaded or unloaded. This section shall not apply to vehicles whose primary function is the carrying of passengers.
