All checks issued by the city shall be cashed within 90 days from their date of issue, and the City Clerk is authorized to make arrangements with the banks utilized by the city to provide for rejection of city checks not presented within 90 days from their date. A legend so indicating shall be typed, stamped, or printed on all checks. The city shall impose a reissue fee of $25 for any such stale check requested to be re-issued after 90 days.
