Pursuant to Article 15, §§ 15-11 through 15-16, inclusive, of the State Revised Cities and Villages Act, being 65 ILCS 20/0.01 et seq., as amended by an Act approved July 24, 1943, a Working Cash Fund is created and set apart in the amount of $15,000, to be maintained and administered in the manner prescribed in §§ 34.01 and 34.02 for the purpose of enabling the city to have in its treasury, at all times, sufficient money to meet demands thereon for ordinary and necessary expenditures for all general and special purposes.
