§ 32.09 CHANGE OF VENUE.
   If any Police Magistrate or Justice of the Peace shall neglect or refuse to hold a Police Court at any reasonable time, when so required, or shall fail to pay into the city treasury any monies collected by him or her for the use of the corporation, the Council may order all suits in the name of the city for the recovery of any fine or penalty to be brought before some other Magistrate or Justice of the Peace.
