§ 32.02 COMPLAINTS.
   (A)   Complaints. When any violation of any law or ordinance of the city shall come to the knowledge of the Chief of Police or to any member of the Police Department, he or she shall, without delay, make or cause to be made the proper complaint before a Police Magistrate or Justice of the Peace and furnish the Police Magistrate or Justice of the Peace the names of necessary witnesses to be subpoenaed or other evidence procured for the successful prosecution of the offender.

   (B)   Defects in complaints. No suit or proceeding, under the laws or ordinances of said city, shall be dismissed for any defect or informality in the complaint if the offense is substantially alleged therein, and amendments may be allowed in all cases upon such terms as the Magistrate or Court shall deem just and reasonable.
