§ 31.45 SEWERS AND WATER WORKS; PUBLIC WORKS DIRECTOR.
   (A)   Creation of Department. There is hereby created a department of the city to be known as the Public Sewers and Water Works Department, which shall be under the supervision of a committee of three members of the City Council, to be appointed in the same manner as provided for the appointment of other committees. This Committee shall have and exercise a general supervision over and shall manage the sewer and water works systems of the city along with all the pumping works, wells, galleries, machinery, reservoirs, distributing pipes, hydrants, sewers materials, water rents and the collection thereof, lines, apparatus, property, and effects of every kind appertaining to the said sewer and water works systems except the buildings and grounds which are, by provision of ordinance, assigned to the Committee of Public Grounds and Buildings.
   (B)   Creation of Public Works Director. There is hereby created the office of Public Works Director, who shall hold his or her office for one year or until his or her successor shall be elected and qualified.
   (C)   Election and term of office. He or she shall be elected at the first regular meeting of the Council in May of each year or as soon thereafter as practicable.
   (D)   Security bond. He or she shall, before entering the duties of his or her office, execute a bond to the city in the sum of $1,000 with such sureties as the Council shall approve, conditioned as provided by law.
   (E)   Maintenance of systems. The Public Works Director shall, under the direction of the Committee on Public Sewers and Water Works, have immediate charge of the maintenance and operation of the sewer and water works systems and shall employ and have charge of such assistants and labor as may be necessary therefor, the compensation of such employees to be fixed by the Committee on Public Sewers and Water Works.
   (F)   General duties.
      (1)   He or she shall read all meters and report to the City Clerk for collection all sums due to the city for water used by water takers or services performed.
      (2)   He or she shall operate and maintain in good repair the pumping and filtration plants of the water works system and, at all times, shall keep not less than 50,000 gallons of water in the water tank.
      (3)   He or she shall see that the water supply, pumping machinery, pipes, hydrants, valves, and all other structures and appurtenances used in the operation and maintenance of the plant shall be kept in good condition or repair and that all tools, materials, and appliances belonging to the plant are properly taken care of and accounted for.
   (G)   Compensation. The Public Works Director shall receive, in full compensation for his or her services, such sum as may be determined upon by the Council, payable monthly. The salary of the Public Works Director shall be set by the Council from time to time.
