For the safety of the general public, it is hereby determined that there shall be constructed, installed, and placed by the company or corporation owning, using, or operating any railroad at and across South 14th Street on the south side of said right-of-way in said city where said 14th Street intersects the tracks of their railroad right-of-way and thereafter maintained and retained by said companies in first-class working condition an automatic electric bell, signal, or warning operated by automatic power.
