§ 31.05 DUTIES OF CITY OFFICIALS.
   (A)   Time commitment. The Mayor and each of the standing committees of the Council shall devote such time to the duties of their respective offices as the faithful discharge thereof may require.
   (B)   Eligibility requirement. No person shall be eligible to any office under the city government who is not a qualified elector of the city and who shall not have resided therein at least one year next preceding his or her election or appointment nor shall any person be eligible to any office who is a defaulter to the corporation.
   (C)   Security bond. The Council may require any officer of said city who is required by law to give an official bond, to furnish additional security, or execute a new bond whenever the security of the original bond has become insufficient by the insolvency, death, or removal of the sureties or any of them or when, for any cause, such bond shall be deemed insufficient. Any officer who shall fail to furnish additional security or give a new bond, when so required by the Council, within ten days after he or she is notified in writing of such requirement shall be deemed to have vacated his or her office.
   (D)   Oath of office. All officers of said city, whether elected or appointed, shall, before entering upon the duties of their respective offices, take and subscribe the oath or affirmation required by law therefor and execute and file such bond as is required by ordinance.
   (E)   Conflict of interest. No Mayor, Alderperson, officer, or assistant elected or appointed shall be interested directly or indirectly in any contract or job for work or materials or profits thereof or service to be furnished or performed for the city nor interested directly or indirectly in any contract or job for work or materials or profits thereof or services to be performed for the city.
   (F)   Liability for damages. All officers shall be liable to the city for all loss or damage that may result thereto from their negligence or willful misconduct in the discharge of any official duty, and the Council may, in its discretion by order, withhold the salary of any such officer in order to secure the corporation from loss.
   (G)   Residency. If the Mayor or other city officer shall, during his or her official term, move beyond the limits of the city, his or her office shall thereby become vacant.
   (H)   State law. All officers, assistants, and employees shall, at all times, be further subject to all the duties and requirements and penalties provided by the laws of the state relating to municipal government.
