(A) Except in cases where unusual topographic conditions may make it advisable to modify these provisions, the following shall apply:
(1) Maximum length of 500 feet;
(2) Vehicular turn-around at the closed end with a minimum right-of-way radius of 50 feet and a minimum radius of 40 feet to the street line; and
(3) In the case of temporarily dead-ended streets, which are stub streets designed to provide future connection with unsubdivided areas adjoining, the City Council may require a temporary easement for a turn-around of the nature indicated above.
(B) The easement will be automatically abandoned with the recording of plats on the adjoining property against which the street dead ends.
